THE INVOLVED VEHICLES FAIL TO COMPLY TO FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 123, "MOTORCYCLE CONTROLS AND DISPLAYS", AND NO. 122, "MOTORCYCLE BRAKE SYSTEMS". SOME MOPEDS DO NOT HAVE DRILLED BRAKE SHOE HOLDERS FOR BRAKE LINING INSPECTION, THE CHOKE WAS NOT LABELED, AND THE MANUAL FUEL SHUT OFF
