THE INVOLVED VEHICLES DO NOT CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 121, "AIR BRAKE SYSTEMS", IN THAT SOME DUAL COMPARTMENT AIR RESERVOIRS WERE INSTALLED WITHOUT A DRAIN VALVE IN BOTH COMPARTMENTS.
