THE INVOLVED TIRES FAIL TO COMPLY WITH FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 119, "NEW PNEUMATIC TIRES FOR VEHICLES OTHER THAN PASSENGER CARS". THE NON-COMPLIANCE EXISTS DUE TO TREAD SEPARATION FROM THE TIRE BODY.
