VEHICLES FAIL TO CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 103, "WINDSHIELD DEFROSTING AND DEFOGGING SYSTEMS", DUE TO A MISSING DEFROSTER AIR OUTLET HOLE IN THE INSTRUMENT PANEL. BECAUSE THE VEHICLES HAVE ONLY ONE OUTLET HOLE INSTEAD OF TWO, AS REQUIRED, AN INADEQUATE SUPPLY OF DEFROSTER
