THE INVOLVED TIRES HAVE NARROW, OFF CENTER PLIES AND INCORRECT TURN-UP HEIGHTS. TIRES FAIL TO COMPLY WITH FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 119, "NEW PNEUMATIC TIRES FOR VEHICLES OTHER THAN PASSENGER CARS".
