THE INVOLVED TIRES WERE INADVERTENTLY MANUFACTURED WITH THE WRONG PLY FABRIC, RESULTING IN SEPARATION IN THE TREAD IN THE SHOULDER AREA. UNDER THIS CIRCUMSTANCE, THE TREAD OF THE TIRE WILL BULGE.
